Preparation of DPR for Integrated Municipal Solid Waste Management Project at Nazira & Simaluguri, Assam. 2018 – 2019

Scope of Work:

  1. Provided preliminary engineering designs and drawings, based on factual data and site assessments at Nazira & Simaluguri;
  2. Provided Cost estimates and financing plan;
  3. Outlining Financial and economic viability;
  4. Incorporating environmental and social safeguards;
  5. Detailed implementation arrangements;
  6. Delineating interventions for Capacity building.

PROJECT OVERVIEW:

The project involves the preparation of the DPR on Municipal Solid Waste Management mainly to assist the personnel involved in managing the solid waste generated in the city. Govt. of India has launched Swachh Bharat Mission to improve the environment, sanitation condition, and SWM services etc. in all ULB of India. Municipal solid waste management is the need of the day to keep the city clean and improve the hygienic condition and environment of the town.

THE OBJECTIVE:

The main objective of the study was to find ways in which the enormous quantity of solid wastes currently disposed of on land can be reduced by recovering materials and energy from wastes, in a cost effective and environmental friendly manner.

  • Detailed discussion on the present volume of municipal solid waste generation in the municipal limits of Nazira & Simaluguri.
  • Provide characterization of municipal solid wastes from various zones within the city.
  • Defining the Collection and Transportation logistics.
  • Discuss technical and commercial aspects of collection & transportation and processing and disposal of waste.
  • Over view of technological options and applicability and brief examples of success stories or learning lesions.
  • Recommended technology (IES) for treatment & processing, process flow chart and material balance.
  • Recovered product from processing and recycling and their description and product specifications standards.
  • Project cost components for processing treatment facility.

SCOPE OF STUDY:

  • Primary Survey of households, markets, hotels, schools and other establishments ward wise.
  • Estimate the municipal solid waste (MSW) generation from entities.
  • Projection of future generation of MSW.
  • Establish the location and number of transfer stations and wards they will serve.
  • Estimate the number of equipment’s and vehicles for C&T(Collection and Transportation) and P&D(Processing and Disposal).
  • Estimate the number of human resource required for C&T (Collection and Transportation) and P&D (Processing and Disposal) with resource utilization statement.
  • Estimate the cost of the project with respect to the processing and disposal facility and with respect of component of smart collection and transportation.
  • Defining a Training and Capacity Development Module.

MAJOR ISSUES:

  • Absence of Waste segregation, primary collection of waste i.e. door-to-door collection system in the town, Mixing of municipal & hazardous waste.
  • Dumping of waste in the open area.
  • Lack of auto tipper for collection from wards with narrow roads.
  • Manual handling of waste and no safety precautions for workers.
  • Lack of waste handling equipment and vehicles.
  • No user charges collection from the citizens resulting in to inefficiency in operation and maintenance.
  • Absence of complaint redressal system.

PROPOSED ACTION PLAN FOR MANAGEMENT OF MSW:

The mechanism of solid waste management system in Nazira & Simaluguri requires a reorganized model to meet the requirements of the MSW rules 2016. The major effort required in this regard is towards the improvement of the waste collection and transportation & processing and disposal of waste.
